Tennessee's state retirement system is a qualified retirement plan under Section 401(a) of the Internal Revenue Code. All full-time state employees are required to participate in the state's retirement system as a condition of employment. Certain part-time employees have the option of participating. Faculty and exempt and nonexempt employees of the University of Tennessee or the Tennessee Board of Regents may choose membership in Group I of the Tennessee Consolidated Retirement System (TCRS). The Tennessee Consolidated Retirement System (TCRS) is a defined benefit pension plan that covers higher education employees who have elected to participate in the plan. This means that the amount of any future retirement benefits is determined by a benefit formula rather than an account balance.The TCRS provides retirement benefits as well as death and disability benefits to plan members and their beneficiaries. Benefits are determined by a formula using the member’s high five-year average salary and years of service. Members become eligible to retire at the age of 60 with five years of service or at any age with 30 years of service. A reduced retirement benefit is available to vested members with five years of service who become disabled and cannot engage in gainful employment. There is no service requirement for disability that is the result of an accident or injury occurring while the member was in the performance of duty.
Effective July 1, 1981, the retirement system became noncontributory for state employees, including employees of the University of Tennessee and the Tennessee Board of Regents. Employees may not make any type of contributions (salary reduction, voluntary, before-tax, after-tax, etc.) to the Tennessee Consolidated Retirement System at any time. Higher education employees who wish to set aside supplemental retirement savings on a before-tax basis may make salary reduction contributions to a 403(b) plan or to the state's 401(k) plan or 457 plan.

Your account history screen may reflect additional service in the fiscal year beginning July 1, 2014 for overtime or bonuses; we will be correcting any overstated service credit in the near future. Those employees who have previously refunded their contributions may have difficulty logging into MSS; we are working on a resolution.
